UTM has full academic and administrative autonomy, proclaimed in the University Charter and according to the Romanian Education Law. Institutional organization and management are also stated according to the above mentioned laws. The Senate conducts the strategic management of the university and it is composed of the rector and vice-rectors of the university, the deans and vice-deans of each faculty, as well as of the heads of the Distance Learning Department and Teacher Upgrading Department.

UTM applies a decentralized academic and administrative management, leaving a large autonomy to its faculties. The university is composed of six faculties and one college, each of them being conducted by a dean and one or two vice-deans.
